Finance Department


Financial Services is a division of the Administrative Services Department. The Division consists of a Finance Director, who is a Certified Public Accountant, the Senior Accountant, Junior Accountant, Account Clerks and Account Receptionist. They are responsible for all fiscal accounting for the City, financial reporting, payroll, accounts receivable and accounts payable.

Utility Billing
Utility Billing Services are handled by the Finance Department and provides an interface between residents and the Public Works department.  The Utility services that the City of Kerman provides are:  Water, Sewer and Solid Waste.

To request water, sewer and trash services, or to discontinue services, customers need to come into the Temporary City Hall, 942 S. Madera Ave., between 8:00am and 5:00pm. For further information, please call (559) 846-9384.

To report water leaks, broken water lines, plugged sewer lines, and traffic signal outage or problems, contact the Public Works Division at (559) 846-9343 between the hours of 7:00am and 4:00pm. For emergencies after 4:00pm and weekends, contact the Police Department at (559) 846-8800.


Utility Billing
Billing: Bills are mailed on the first of the month and due within thirty days thereafter.

Payment: Can be made at the Temporary City Hall location, 942 S. Madera Ave.  between 8:00 a.m. and 5:00 p.m. After hour payments can be made through the drop box located at the front and back doors of City Hall.

Fees: For Customers who rent, there is a deposit (equal to two months service) required before services can be turned on.


Garbage Collections
The city has a Disposal / Recycling Program. Containers are provided by the City and Refuse Contractor. Contact Mid Valley Disposal at (559) 843-2467 on the use of the containers. Residential pickup days are as follows:

“Green Zone”Streets located west of Madera Ave, north of Kearney Blvd.

  • Thursday pick up for garbage, recycling and greenwaste containers

“Blue Zone”Streets located west of Madera Ave, south of Kearney Blvd.

  • Friday pick up for garbage, recycling and greenwaste containers

“Yellow Zone” Streets located east of Madera Ave, north of Kearney Blvd

North of “E” St, east of Vineland Ave

  • Wednesday pick up for garbage, recycling and greenwaste containers

“Purple Zone” Streets located east of Madera Ave, south of Kearney Ave

South of “E” St., east of Vineland Ave

  • Tuesday pick up for garbage, recycling and greenwaste containers
Commercial pick up schedules vary depending on services provided.

Licensing Services
Licensing services are also handled by the Finance Department, and include Business Licensing, Dog Licensing, Yard Sale and Event Licensing.

Collections Services
Collections services is a function of the Finance Department and provides for the timely collections for all City Services, including: Utilities, Licensing, Animal Control and Emergency Response. Finance operates its Collection Services under the premise that all money owed to the City of Kerman should be paid when due and collected in a timely manner. This principle is applied fairly and consistently.
